Title: P.L.A.C.E. Initiative Coordinator

Job Description: Los Angeles County Bicycle Coalition is seeking qualified candidates to interview for the position of Initiative Coordinator. This position is funded through the Los Angeles County Department of Public Health's P.L.A.C.E. grant program and is expected to run through June 2011.

The P.L.A.C.E. grant program seeks to implement policy changes (i.e. community design, land use, zoning, street standards, general plans, etc.) and physical projects (i.e. bike lanes, sidewalks, trails, traffic calming, green space, etc.) with the goal of encouraging active healthy lifestyles in urban communities. LACBC, in partnership with the City of Glendale, will manage an initiative to improve mobility and safety for cyclists and pedestrians in Glendale, including a pilot physical project in a selected area of the City. The Coordinator will be located in the City of Glendale and report directly to LACBC's Executive Director.

The Coordinator will work in collaboration with the City of Glendale's Public Works Department, a 2007 American Public Works Association Award Winner; Parks, Recreation and Community Services Department, responsible for 39 parks and recreation facilities, and 5,000 acres of open space within the city; and the Planning Department which is committed to producing and implementing dynamic, award-winning policy documents such as the Downtown Glendale Specific Plan and the Downtown Glendale Mobility Study.

Ideal candidates will have a background in bicycle- and pedestrian-conscious planning and development/implementation of municipal policy, experience in conducting outreach and community meetings in an area of cultural and demographic diversity, and familiarity with the City of Glendale. The position will be part of a broader policy picture aiming to improve the health/wellness and mobility for the City of Glendale.

Job Setting: With a population of nearly 207,000 people, the City of Glendale is the third largest city in Los Angeles County. It is bordered by Burbank on the west, La Crescenta on the north, Pasadena on the east, and Los Angeles on the south. The population ranges from approximately 1,100 persons per square mile in the north to over 35,000 persons per square mile in the densest parts of the City.

Minimum Requirements:
  • Graduation from an accredited 4-year college or university with a degree in Planning, Urban Design, Public Policy, Landscape Architecture or other related fields or equivalent experience.
Duties and Responsibilities:

With respect to the PLACE grant and its specific Scope of Work, the Initiative Coordinator shall (1) provide overall leadership and administration of the initiative; (2) lead efforts for the policy change and physical project as outlined in the Scope of Work, including but not limited to, overseeing the efforts of all initiative partners; (3) coordinate the partnership, via efforts that include, but are not limited to, convening meetings, facilitating partners' decision-making, and tracking decisions made; (4) coordinate the development of the policy action plan and physical project action plan identified in the Scope of Work; (5) manage the initiative's progress, troubleshoot barriers, and facilitate the timely completion of deliverables; (6) work with City staff on the initiative, and ensure continuous operation throughout the term of the Agreement; (7) monitor the initiative's budget and expenditures; and (8) ensure that all Department of Public Health contract requirements are met.

Knowledge, Skills, and Abilities:
  • Strong understanding and comprehension of the "big picture" including the role that urban design plays in facilitating active lifestyles and the relationship of specific pilot projects to broad changes in policy.
  • Excellent organizational skills. Strong attention to detail.
  • Strong verbal and written communication skills.
  • Proficient in Excel, PowerPoint, and Word.
  • Ability to establish priorities, work independently, and proceed with objectives without supervision.
  • Strong ability to present and convey policy recommendations to the City Council, Planning Commission, Transportation and Parking Commission, and the Public.
  • Willing to work on other tasks as it relates to the goals and objectives of this project.
Special Requirements:
  • Interest in cycling, preferably a regular bike rider for recreational and transportation purposes.
  • Willing to work evenings and weekends as required.
Salary Range: Upper $40Ks to low $50Ks annually, dependent on experience/background.
