General Project Description.
In conjunction with the Los Angeles County Metropolitan Transportation Authority (Metro), the Los Angeles Bicycle Coalition (LACBC) is working to improve bicycle access to transit hubs around Los Angeles City. Through a series of audits, on-site interviews, and meetings with city and community leaders, the Transit Hub project will work to improve bicycle and pedestrian access around six main transit hubs: Compton Metro Blue Line, Rosa Parks Metro Blue/Green Line, Vernon Metro Blue Line, Florence Metro Blue Line, Van Nuys Metro Orange Line and Newhall Metrolink Stations. Each station was chosen due to their proximity to low-income areas in an effort to help connect these communities to the rest of the city in an environmentally safe and cost efficient way. Six reports, analysing the existing conditions and recommendations for each transit hub, have been written. These reports can be used by their respective cities to identify community access problems, plan improvements, and seek funds.

Timeline and Major Milestones.
Milestone 1: Neighborhood Transit Access Audits
Timeline: December 2007
At each transit hub, LACBC examined the difficulties and deficiencies of accessing the public transit by other means than automobile. On-site audits, conducted on bicycle, studied surrounding routes typically used by the community to get to the transit hubs, with particular attention being paid to the nearby neighborhoods. A compilation of findings and recommendations were then put together for each transit hub and presented to community members and leaders.
Milestone 2: Bilingual Interviews
Timeline: February 2008
On-site, bilingual interviews were conducted to obtain the input of residents, locals, and major users of the transit systems. These recommendations were then incorporated into the Final Draft of the Concept Access Plans and prepared for presentation during both rounds of Stakeholder Meetings.
Milestone 3: Draft Concept Access Plans
Timeline: March 2008
After the Stakeholders meetings had taken place, Concept Access Plan Maps were drafted, taking into account the studies of LACBC and the proposed improvements made by the community. Recommendations included, but were not limited to: intersection safety, bicycle parking improvements, and various on-street upgrades.
Milestone 4: Stakeholder Meetings, Round I
Timeline: July 2008
People whom this project would especially affect were identified, such as city and county elected officials and staff, neighborhood organizations, community-based organizations, and cycling groups. These stakeholders were then contacted in order to set up meetings, allowing LACBC and Metro to present their findings and recommendations.
Milestone 5: Stakeholder Meetings, Round II
Timeline: October 2008
A second stakeholder meeting was then scheduled by Metro and held at a public, community location. LACBC prepared and presented its final concept plan maps, which included feedback from local interviews.
Milestone 6: Final Draft Concept Access Plan Maps
Timeline: October 2008
A final field check will be made at each of the transit hubs. A draft of a revised Access Plan Map with proposed improvements will be developed.
Milestone 7: Final Report
Timeline: February 2009
A final report for each individual transit hub will be prepared by LACBC and edited by Metro. Metro will produce 200 color reports and distribute them to Caltrans, local agencies, elected officials and other interested parties.
