PAST LACBC CAMPAIGNS & ACCOMPLISHMENTS (2008 & earlier)
UNIVERSAL/NBC DEVELOPMENT
The Bike Coalition is monitoring proposals for the huge Universal/NBC project at Universal City. We want to make sure that bicycles are included in the traffic mitigation plan, and get another section of LA River bike path completed adjacent to the project.
SCAG REGIONAL TRANSPORTATION PLAN
LACBC has provided detailed bicycle-related recommendations on this regional planning document and will be reviewing and commenting on the draft plan when it is released.
METRO'S LONG RANGE TRANSPORTATION PLAN
As we have successfully done in past years, the Coalition is providing recommendations for increasing funding levels for bicycle projects and encouraging member input into this county-wide long range plan.
LOS ANGELES STORM GRATE REPLACEMENT PROGRAM
LACBC is working with LADOT to survey cyclists and identify dangerous storm grates so they can be upgraded.
COMPLETE STREETS CAMPAIGN
A Complete Streets policy requires cities to provide accommodations for all users in their roadway planning. LACBC is working at both the state and local level to pass legislation and integrate this concept into local transportation planning.
METRO AND LADOT BIKE LOCKER PROGRAMS
LACBC manages more than 450 bicycle lockers at Metro and Metrolink locations throughout Los Angeles County. The program provides bicycle lockers for rail users and encourages alternative transportation.
SIDEWALK BIKE RACK PROGRAM
LACBC is working with LADOT to identify where sidewalk bike racks are needed in the City of Los Angeles.
ONGOING PARTICIPATION IN COMMITTEES AND CONFERENCES
LACBC staff and board members sit on several bicycle related committees. We regularly participate in meetings and workshops to keep abreast of projects and programs that will impact cyclists and collaborate with agencies and other organizations to promote better cycling conditions. Through our attendance at cycling conferences, we stay informed of best practices, strategies and examples from around the country.
WHAT WE ACCOMPLISHED IN 2008
- Initiated Sharrows project in LA, introduced idea to City Council and urged LADOT to implement them.
- Instrumental in advancing the hiring of more Bikeway Staff at LADOT.
- Helped California pass Complete Streets Act, pushed bicycle infrastructure projects in Federal Economic Stimulus Package, advocated to increase bicycle projects in Federal Transportation Bill.
- Ensured that Ballona Creek Bike Path stays accessible to cyclists.
- Developed alternatives to the Expo bikeway gap.
- Created our 1st Chainlinks Zine.
- Launched our 3-year Safe and Healthy Streets program with the City of Glendale.
- Participated in task force to create safer roads conditions for cyclists on Mandevillle Canyon.
- Held LADOT staff accountable for not implementing a majority of 1996 LA Bike Master Plan.
- Highlighted Bicycle License issue and advocated to revoke it.
SILVER LAKE BLVD.
The Silver Lake Boulevard bike lanes were one of LACBC's early campaign successes. In the city's Bike Master Plan, Silver Lake Blvd. had been planned to have bike lanes installed. When the road was resurfaced and re-striped, we noticed that a new center turn lane had been added, but the bike lanes had been mistakenly omitted. The Coalition mobilized by reaching out to local cyclists, residents and merchants and enlisting the support of then City Councilmember Jackie Goldberg. This broad demonstration of support convinced the city that the bike lanes were more important to the community. The lanes were installed and have been serving cyclists ever since.
PCH
After the tragic death of two cyclists on Caltrans' Pacific Coast Highway, LACBC and local advocates were instrumental in reviving the PCH Task Force which now meets regularly to correct safety problems there. This also led to Caltrans forming a bicycle advisory committee and hiring a bicycle coordinator. LACBC is a member of both the PCH Task Force and the Bicycle Advisory Committee.
SEPULVEDA PASS
When a flawed proposal was made to squeeze a fifth, reversible lane onto Sepulveda Boulevard in the Sepulveda Pass, LACBC vociferously opposed it. Result: the reversible lanes have been eliminated (except in the tunnel where they enhance safety) and bike lanes and wide shoulders have been expanded. Improvements related to bicycles are now the biggest part of this project.
OUTREACH PLAN

PLAYA VISTA
LACBC persisted in pushing for bikeway improvements to connect the massive Playa Vista development to surrounding destinations. $50,000 has been allocated which will fund a special component of the Bicycle Master Plan update to address Playa Vista bicycle connectivity.
LINCOLN BOULEVARD
Caltrans is widening Lincoln from Marina del Rey to Westchester. Because of our lobbying and numerous meetings with the agency, bike lanes will now be included in the segment from Jefferson Blvd. to LMU drive when the project is completed. We are still focused on improving conditions for cyclists on the bridge over the Ballona Creek.
BIKES ON TRANSIT
LACBC's Bikes On Transit campaign instigated a change in Metro's policy which previously required permits for bicycles to be brought onto trains. That restriction is gone now, but we are still working to remove restrictions on when bicycles are permitted. Key to that will be creating more dedicated space for bikes on rail cars. In addition, we will continue to lobby for more secure bicycle parking at stations.
LA RIVER BIKE PATH
LACBC has been continuously involved with and promoting the LA River bike path since 1999. We've seen miles of path added in this time and there is more on the way.
BIKEWAY IMPLEMENTATION
We launched a successful campaign to implement bike lanes on Silverlake Blvd. when they were being omitted in the course of a repaving project. The Coalition monitors transportation projects underway to make sure planned bicycle improvements are included.
